fix: improve health check reliability in do_restart

- Use nc -z directly instead of fragile bash /dev/tcp
- Fall through to ss and /dev/tcp as additional fallbacks
- Check emulator health immediately before first sleep
- Show emulator journal log on health check failure
- Increment ERRORS count on failure so exit code reflects it
