Summary

Audit and classify all 137 legacy /admin and /mod routes across six Housekeeping domains.
Add capability-backed foundation contracts, domain manifests, registry/navigation, and an inert Command Deck shell.
Add a production-fail-closed /admin-next preview plus AST, theme, localization, and migration-matrix contracts.

Verification

pnpm test: 1,004 passed, 5 skipped.
pnpm test:housekeeping: 181/181 passed.
pnpm hk:matrix:check: 137/137 valid.
pnpm typecheck: passed.
pnpm exec biome check . --formatter-enabled=false: passed with 12 pre-existing warnings.
Production pnpm build: 281/281 pages generated; temporary preview/auth environment restored.
No changed paths under src/app/admin or src/app/mod.

Notes

Literal pnpm lint remains non-zero on pre-existing repository-wide CRLF/formatter debt; targeted formatting and repository-wide semantic Biome checks pass.
No database migration, deployment, or live-route smoke test is included.
